Background
Our three year remote capacity strengthening programme for Syrian civil society organizations funded by IKEA Foundation is ending.
The planned outcome harvesting aims to identify and collect evidence on changes (positive, negative, lack of) in approaches, behavior, practices and relationships the “RISE” project contributed to directly and/or indirectly, key lessons learnt, best practices and strategies applicable in rapidly changing conflict environments.
The year-end marks ending of the project implementation period, and the primary objective is to focus on gathering signs and evidence of possible changes (positive and negative), key learnings, best practices, and strategies/approaches, in conflict settings by employing various approaches ranging from interactive dialogue/workshops to face-to-face interviews/key information interviews, remote communication (survey, phone, e-mail, skype), and other.
Save the Children seeks to define long-term results, changes and opportunities of the capacity strengthening interventions, to establish potential co-relation and causality linkages between particular capacities strengthening activities and improvement (or regression) in the organizations’ performance, that is, to inform future strategic planning.
The specific focus areas, consistent with partner/organization-centric approach to project strategies and interventions are (but not limited to) as follows:
Organizational operational support (e.g. PCM, proposal development, strategy development, and other),
Organizational capacity development, and
Child protection capacity strengthening (learning and small grants, training, coaching, and other).
Timeframe
Duration of the consulting period and completion of all deliverables stipulated is expected not to exceed five-week period (o/a 30 work days), starting o/a October 1 and ending o/a November 11, 2018.
Travel and accommodation
The consultant is expected to make necessary travel and accommodation arrangements potentially in Lebanon, Turkey, and/or Syria as per subsequently agreed work plan and timeline.
Skills, competencies and qualifications:
Required
University degree in international development, social sciences, conflict studies, political science and/or related field(s),
Proven experience in humanitarian and development programming, in particular, organizational capacity development of civil society organizations,
Minimum five years of experience in adaptive programming approaches and methodologies, outcome harvesting, and holistic review/analysis
Excellent analytical and reporting skills (inclusive of relevance and significance)
Minimum five years of experience in leading and facilitating interactive dialogue (particularly in diverse and complex settings),
Proven experience operating in diverse (cultural, ethnic, religious, etc.) and/or conflict prone settings,
Skills and competencies in conflict sensitivity, safety and security issues,
Excellent communication and writing skills in English language.
Desirable
Fluency in spoken and written Arabic, and
Experience from the Middle East.
