I. Organization

Founded in 2006, CartONG is a French "H2H" (Humanitarians to Humanitarians, i.e. an NGO working in support of other NGOs) non-governmental organization specialized in mapping and information management support for humanitarian and development organizations. Our core expertise is geographic information, but we have extended it other the years to other technologies (mobile data collection, information management, remote sensing, drones, participatory mapping, etc.).

We support international aid organizations, NGOs and public authorities by providing tools, services & trainings that allow them to better plan, implement and evaluate their programs, therefore improving the impact of humanitarian aid in favor of the most vulnerable. We focus on training local staff and collaborating with local communities, in order to provide projects that are sustainable and tailored to the needs and priorities of the people we are seeking to assist.

We work with local, national and international organizations, in particular NGOs specialized in disaster response and development as well as United Nations agencies (Médecins Sans Frontières, UNHCR, Agence Française pour le Développement, Terre des Hommes, etc.: complete list here). CartONG is a fast growing & dynamic organization, gathering around 20 international staffs and 50 active volunteers.

Our headquarters are based in Chambéry - a short train ride away from Geneva and Lyon and their international airports. Chambéry is a vibrant student and family city with many great bars and restaurants, located in the heart of the French Alps and surrounded by the Bauges and Chartreuse mountain ranges.

We are currently looking for a mobile data collection/information management officer, as an employee at HQ ideally.

  • Contract type: fixed-term contract (CDD) of 1 year, to be extended by mutual consent
  • Start date: mid-september 2021
  • Location: Chambéry, France ideally
  • Salary: based on the CartONG salary grid and experience (https://cartong.org/cartong-salary-policy), 39 hours/week contract (35 h + 4 paid extra hours/week)

II. Position

Since 2009, CartONG has been pioneer in using mobile data collection (MDC) to improve information management in humanitarian operations. We are regularly supporting several partners such as UNHCR, Action contre la Faim, Solidarités International or Terre des hommes in implementing MDC in the field on different themes (Waster Sanitation & Hygiene, nutrition, livelihoods, health etc.) and regularly innovate in both our processes and tools used. CartONG is also a leading organization in disseminating good practices and is committed to sharing documentation on the topic (e.g. the MDC toolkit developed with Terre des Hommes).

We are now looking for a mobile data collection / information management officer with a humanitarian or development background and experience in implementing digital tools to join our team.

As part of the Mobile Data collection pole, he/she will be involved in various small and medium sized projects as well as one large project, i.e. plan, advice, design and implement as well as support technical solutions or information management processes. The Mobile data collection officer will work with the support of a Project Manager and within a team of technical people.

In this context, his/her assignments are:

  1. Implementing Projects in Mobile Data Collection and Information Management (technically and methodologically): designing forms and analyses tools, conceiving and providing trainings, ensuring regular remote support to CartONG’s partners (via a hotline, etc.), testing new features, etc.

  2. Conducting field missions upon request (trainings, project implementation)

  3. Contribute to the technical documentations of deliverables for partners as well as tutorials and best practices for the sector

  4. Contribute to the creation of training contents for CartONG partners and ensure the good use of the tools created during a project by the users

  5. When possible, conducting technological watch and maintaining quality of products and services on projects where he/she is the lead IM officer

The staff will have to regularly deploy for short (2 to 4 weeks maximum) field missions as well as trainings in Europe (20% to 40% of total time in a normal context without covid).

A Chambéry based application will be preferred. The position could eventually be based from remote in another city of France with weekly visits to the office in Chambéry (minimum once to twice /week) and if internet connection and communication tools are set up to enable easy exchanges.

The position requires availability and flexibility, two characteristics inherent to the context of humanitarian organizations.

III. Profile

Qualification: Masters’ degree in any relevant field.

Professional experience: Minimum of 1 years of working experience, ideally in the humanitarian or development sector. field experience in developing country would be a strong asset. You approach the job through its technical dimension.

1. Technical Skills**

Required

  • Experience in data management processes (collection, cleaning, analysis…) with digital tools
  • Advanced user of Excel
  • Advanced user of Kobo and advanced knowledge and prior use of XLS forms for questionnaire coding.
  • Knowledge of ODK environment, experience with different MDC solutions; recommended: Ona, Survey CTO, Aggregate

A strong asset

  • Experience of Data Analysis and Visualization tools, Business Intelligence Tools (such as Qlik, Tableau, Power Bi)
  • Knowledge of concepts and methodologies related to transversal approaches to information management: open data, crowdsourcing, agile approach, data protection, etc.
  • Knowledge of database design
  • Ability to conduct training on the above mentioned skills.
  • Knowledge of e-learning approach or software (LMS etc…)

2. Soft Skills

  • Excellent written and oral communication in English
  • An intermediate level in French is a strong asset. Knowledge of any other language (Arabic, Swahili, Spanish, Portuguese, etc.) is also appreciated.
  • Strong communications & people skills (i.e. you will be working with people in remote, with people from different cultural backgrounds and origins, with people whose mother tongues aren’t always French or English, etc. and you will also need to represent CartONG while implementing the projects, in the field, during events, etc.)
  • Good sense of pedagogy
  • Proactivity, curiosity and autonomy
  • Analytical and problem-solving mindset
  • Adaptability, resourcefulness and ability to work well under pressure and, when required during missions, in risky settings and harsh living conditions
