PROJECT MANAGER Consultant, Strengthening Access for Communities and Humanitarians in Hard-to Reach Areas

Save the Children Sweden (SCS) is expanding its Global Civil-Military Relations Initiative and is recruiting a Project Manager Consultant (PMC). The PMC ensures the implementation of a one-year project on relations with armed actors, with a particular focus on community engagement with armed actors on humanitarian access and protection. The PMC will provide overall project management, including; thematic/technical lead in the development of community-level access and protection negotiations methodology, through a partnership with Norwegian Refugee Council (NRC); project management support to the SC country and regional work on relations with armed actors, and; project management support to a reasearch piece conducted by Watchlist. The PMC will manage planning, implementation, reporting and relations with partners and other key stakeholders.

As a Consultant with the SCS Civil Military and Armed Non-State Actor Relations team, the Project Manager will be responsible for

  • Managing the overall administrative, operational and financial aspects of the project

  • Monitoring the project scope, budget, timelines and quality to ensure they meet with the project specifications including budget and expenditures detailed implementation plan, documentation, monitoring and evaluation donor (Sida) requirements and SC policies

  • Coordinating with project partner NRC, and on behalf of SC lead the development of methodology, guidelines, standards, M&E tool, and a training module for community-level negotiations for access and protection.

  • Deliver, coordinate or facilitate peer-to-peer expert sessions and community consultations in three countries to inform above activities

The Project Manager Consultant will support and contribute to

  • Civil-Military and ANSA Relations Advisors who are responsible for technical implementation for work on relations with armed actors

  • Informing humanitarian access work with analysis of positions of different government and armed actor entities on specific issues related to child rights and child protection, Protection of Civilians, the Safe Schools Declaration

  • Contribute to strategies for change in policies and behaviors of armed actors, and undertake humanitarian advocacy to government and civilian officials including ministers; militaries and armed non-state actors

  • Collaborate and coordinate with colleagues across the SC movement in matters related to these areas of work to ensure project outcomes are aligned and meet technical standards, and that learning is shared within the organization and among humanitarians

The PMC will be part of the International Program Department, Thematic Section, Civil Military & Armed Actors Relations Initiative team at the Unit for Emergencies and will report to the Head of Emergency Unit.

In order to be successful in this role you will bring:

  • Extensive experience of humanitarian work, including in conflict settings

  • Demonstrated technical knowledge of humanitarian access and sectors that Save the Children works in including child protection, including Centrality of Protection, education or health and nutrition

  • Excellent project management skills and experience

  • Documented results related to the position’s responsibilities

  • Good diplomatic, influencing and negotiating skills with ability to exercise discretion

  • Excellent communication skills and strong interpersonal and diplomacy skills

  • Leading and inspiring others

  • A demonstrated ability to work in a changing, multi-cultural environment, establish harmonious and effective working relationships
