I. Organization
Founded in 2006, CartONG is a French "H2H" (Humanitarians to Humanitarians, i.e. an NGO working in support of other NGOs) non-governmental organization specialized in mapping and information management support for humanitarian and development organizations. Our core expertise is geographic information, but we have extended it other the years to other technologies (mobile data collection, information management, remote sensing, drones, participatory mapping, etc.).
We support international aid organizations, NGOs and public authorities by providing tools, services & trainings that allow them to better plan, implement and evaluate their programs, therefore improving the impact of humanitarian aid in favor of the most vulnerable. We focus on training local staff and collaborating with local communities, in order to provide projects that are sustainable and tailored to the needs and priorities of the people we are seeking to assist.
We work with local, national and international organizations, in particular NGOs specialized in disaster response and development as well as UN agencies (MSF, UNHCR, AFD, Terre des Hommes, etc.: complete list here). CartONG is a fast growing & dynamic organization, gathering around 20 international staffs and 50 active volunteers.
Our headquarters are based in Chambéry - a short train ride away from Geneva and Lyon and their international airports. Chambéry is a vibrant student and family city with many great bars and restaurants, located in the heart of the French Alps and surrounded by the Bauges and Chartreuse mountain ranges.
We are currently looking for a mobile data collection/information management officer, preferably as an employee at HQ but also possibly remotely/under a consultant status.
Contract type: fixed-term contract (CDD) of 1 year, to be extended by mutual consent or regular consultant position (if abroad)
Start date: in November ideally and no later than the end of 2019
Location: Chambéry, France or remotely
Salary: if employee, based on the CartONG salary grid and experience, 39 hours/week contract (35 h + 4 paid extra hours/week) or if consultant daily rate to negotiate
Other benefits: additional health insurance & public transportation monthly pass covered at 50% by employer
II. Position
Since 2009, CartONG has been since pioneer in using mobile data collection (MDC) to improve information management in humanitarian operations. We are regularly supporting several partners such as UNHCR, ACF, SI or Terre des hommes in implementing MDC in the field on different themes (WASH, nutrition, livelihoods, health etc.) and regularly innovate in both our processes and tools used. CartONG is also a leading organization in disseminating good practices and is committed to sharing documentation on the topic (e.g. the MDC toolkit developed with Tdh).
We are now looking for a mobile data collection / information management specialist with a humanitarian or development background and experience in implementing digital tools to join our team/
As part of the Mobile Data collection pole, he/she will be involved in various small and medium sized projects as well as one large project, i.e. plan, advice, design and implement as well as support technical solutions or information management processes. The Mobile data collection specialist will work with the support of a Project Manager and within a team of technical people.
In this context, his/her assignments are:
Implementing Projects in Mobile Data Collection and Information Management (technically and methodologically): designing form and analysis tool, conceiving and providing trainings, ensuring regular remote support to CartONG’s partners (via a hotline, etc.), testing new features, etc.
Working technically in core area of expertise, conducting technological watch and maintaining quality of products and services on projects where he/she is the lead IM specialist
Conducting field missions upon request (trainings, project implementation)
Documenting solutions and procedures, updating training material and step by step tutorials, writing blog posts
The staff will have to regularly deploy for short (2 to 4 weeks maximum) field missions as well as trainings in Europe (20% to 40% of total time).
While a HQ based application will be preferred, the position can also be based from remote outside of deployments with regular visits to the office in Chambéry (minimum 4 times/year) and if internet connection and communication tools are set up to enable easy exchanges.
The position requires availability and flexibility, two characteristics inherent to the context of humanitarian organizations.
III. Profile
Qualification: Masters’ degree in any relevant field.
Professional experience: Minimum of 3 years of working experience, out of which 2 in the humanitarian or development sector. At least one field experience in developing country is mandatory.
1. Technical Skills**
Required
· Significant experience in data management processes (collection, cleaning, analysis…) with digital tools
· Knowledge of ODK environment, experience with different MDC solutions; recommended: Kobo, Ona, Survey CTO
· Advanced user of Excel
A strong asset
· Experience of Data Analysis and Visualization tools, Business Intelligence Tools (such as Qlik, Tableau, Power Bi)
· Knowledge of statistical packages like SPSS, STATA or similar
To be noted that for people with significant field experience, CartONG is open to profile having a limited technical background but who have a strong willingness to specialize themselves in MDC/IM.
2.Soft Skills
· Excellent written and oral communication in English
· An intermediate level in French is a strong asset, especially if applying as an employee. Knowledge of any other language (Arabic, Swahili, Spanish, Portuguese, etc.) is also appreciated.
· Strong communications & people skills (i.e. you will be working with people in remote, with people from different cultural backgrounds and origins, with people whose mother tongues aren’t always French or English, etc. and you will also need to represent CartONG while implementing the projects, in the field, during events, etc.)
· Good sense of pedagogy
· Proactivity, curiosity and autonomy
· Analytical and problem-solving mindset
· Adaptability, resourcefulness and ability to work well under pressure and, when required during missions, in risky settings and harsh living conditions
