Strategy development
Significantly contribute to the development, review and implementation of the Country Strategy. Work closely and collaboratively as a member of the Country Senior Management team to lead delivery of programme goal and objectives with the support of the other functions. Work with the Country Director for effective change management within the Rwanda programme keeping VSO relevant and progressive to changing internal and external contexts. Represent VSO at internal and external events and meetings as appropriate.
Programme Management - Provide leadership and management support to VSO Rwanda programme and project teams, leading on development and implementation of Annual Programme Planning & budgeting and leading timely and quality delivery of projects.
* Work with programme and project managers to develop new projects and ensure successful delivery of existing projects.
* Ensure that the programmes and projects implemented fully embed the VSO’s core approaches i.e. Social Inclusion and Gender, Social Accountability and Resilience
* Ensure awareness of and full compliance with VSO, donor and government requirements, including the timely preparation and submission of quality narrative and financial reports.
* Liaise closely with Regional and the Kingston Hub support staff, and programme staff of other Nairobi Hub VSO Country Offices to draw support from and facilitate the sharing of learning and adaptation.
Monitoring, evaluation and learning
* Work closely with the Monitoring and Evaluation Advisor in the Learning, Impact and Accountability team to develop and roll out the country Planning, Monitoring, Evaluation and Reporting (PMER) framework
* Lead on donor external evaluation exercises with the M&E Advisor
* Work closely with the Technical Advisors to develop minimum quality standards in line with the global programme standards
Partnership development
Ensure management of partner portfolio and development/maintenance of high-quality partnerships internal and external partners including VSO global, VSO donors, relevant Government of Rwanda agencies and line ministries and other International NGOs. This will include the building, leadership and management of multi-partner consortia/alliance relationships
Resource Mobilization and Grants Management – Work closely with the Country Director and other SMT members, the Technical Advisors and Business Pursuit Team colleagues to develop and maintain a diversified, robust and stable funding portfolio required to implement the country strategy.
This includes:
* Having an ambitious yet realistic fundraising strategy in line with the programme strategy
* Enabling the programme team to aggressively pursue and build strong and strategic donor relationships
* Exploring potential partnerships and consortia with other strategic national and international organizations for joint programming and fundraising
* Developing robust and successful proposals and budgets to donors
* In collaboration with the finance manager and project managers, ensure that narrative and financial reports to donors are of quality and submitted on time.
People Management
* Effectively Lead and manage the Programme team, ensuring a shared vision, team work, effective communication, active engagement, transparent and participatory yet productive decision-making and management approaches
* Support the Country Director to instigate structural reform within the Rwanda Programme, focusing on changes to the Programmes Team (including, where necessary, supporting the recruitment of new staff) to align with the current Country Strategy
* Working with all members of the VSO Rwanda Programme Team and other departments to ensure the effective participation and engagement of volunteers in the design, implementation, monitoring and reporting of programmes.
* Work with the Head of People & Operations and Programme Managers to develop and implement effective ways through which volunteers’ performance is adequately managed.
Budget Management
* Working closely with the Head of Finance & Grants to support VSO Rwanda’s Programmes Team develop, manage and monitor programme budgets ensuring value for money and that programme expenditure is within agreed budgets
* Together with the Country Director, be accountable for Rwanda Programme’s resources and assets
* Working closely with the Head of Finance and Grants, co-chair projects Grants Review Meetings, and ensure that VSO procurement and other policies, procedures, and control systems are followed and programme activities are implemented on time as agreed with donors.
