Vacancy Announcement for a National Consultant to undertake comprehensive review of Safety and Health Risk Matrix for VSO Staff and Volunteers in Myanmar

Expected Outcomes of Review

A detailed, written risk assessment for each of the locations and partners which will be shared with VSO
* Overall risk assessments in Kachin, Shan, Rakhine, Chin, Kayin, Thanintharyi, Kayah, Mandalay, Mon states, and the cities of Yangon and Yangon – medical, transport, safe houses, strategic security partners
* Overall health infrastructure availabilities and risk in the states, especially concerning facilities to deal with sexual violence incidents. Community safety assessments – with members of the community, possibly with head teachers in schools located in these communities
* Overall security assessments in Government Teacher Education Institutions nationwide

The Consultant is expected to:
* Hold meetings with VSO team to better understand the safety, security and health needs.
* Hold meetings with all existing and newly identified VSO partners, development partners (INGOs and UN agencies) in these locations and compare security strategies to assess VSO’s standing
* Hold the meeting with relevant government officials and line ministries working with VSO to better understand government perspective on security and health risk, residual mechanism, preparedness and response plans.
* At each stage, the Consultant will work in close contact with the VSO team. The Consultant will be responsible for arranging meetings at the locations, VSO may suggest contacts. VSO will be responsible for the arrangement of transport and travel of consultant in line with the Consultant’s agreed schedule.

Deliverables
* Produce and submit a written report (using the provided VSO risk assessment tools (if provided) Deadlines TBD.
* Produce an individual risk assessment for each new location that VSO will be working in
* Develop a standard operating guide for security and health preparedness and response
* Provide a briefing session to key VSO staff outlining the finding of the deliverables above
* Develop a draft evacuation plan for VSO Myanmar
