Country Leadership and Management

  • As a member of Country Management Team (CMT), share ownership of country leadership and management and contribute to the development and delivery of the quality programming and the Country Operating Plan.
  • Build relationship with stakeholders through internal and external collaboration with partner organizations, consortiums, communities of practice, to form partnership and strengthen engagement to position VSO as a leadership in volunteering for development.
  • Represent VSO at internal and external events and meetings as appropriate.

People Business Partner

  • Work as a trusted business partner to the Country Director (CD) and CMT on people- related aspects for the country office, providing leadership, strategic and operational expertise and high quality services for all aspects of people and organization development including effective people resourcing, structure design and review, performance management, learning and development, employee and volunteer engagement, employee and volunteer relations, people information system and management, compensation and benefits. Constructively challenge decisions which are not in best interest of the organisation.
  • Engage in the development of delivery of country programmes with an understanding of the particular operational context, opportunities and challenges facing country programme operations and management on people aspects, tracking, monitoring and collecting evidence on data and HR metrics to enable the country office to have an effective decision making.
  • Provide HR expertise with an in-depth understanding of all people related costs in country for a full cost recovery, an effective pipeline development on people resourcing, including budget and risk management effectively.
  • Partner with the Country Director (CD) and CMT to manage complex and critical people issues relating to attraction, performance, development, people engagement, people relations and retention.
  • As a member of VSO people group, work closely with Regional People Manager to contribute to the development of global people policies, key organisation development and change initiatives, ensure an alignment of VSO's global policies, compliance of local legislations and local people needs.

Organisation Development

  • In collaborative partnership with CMT, build engagement and leadership at all levels to foster People First culture with core approaches and volunteer relational model embedded, ensure VSO people's capacity and capability to deliver high performance, influence and sustainable impacts.
  • Create a high performance and continuous learning culture through collaboration and knowledge sharing cross functional with VSO's performance management principles and support systems and tools as a guide.
  • Build engagement and leadership at all levels, ensure VSO people, leaders and managers in the country office are engaged, empowered, inspired and equipped with a capacity and capability required for VSO.
  • Facilitate people development and positive changes through accompaniment, coaching, mentoring and engagement with staff, volunteers, partners, poor and marginalized people (primary actors) to influence and delivery sustainable changes and impacts with them by them and for them, foster a People First, inclusive, gender-sensitive, resilient and accountable culture with a trusted working environment, ensure a country leadership, learning and development and engagement plan in place and implemented effectively.

People Operation Management

  • Act as safeguarding and whistleblower designated officer for the country office.
  • Manage team to implement policies and processes to ensure safeguarding, health, well-being, safety and security management in line with VSO's global policies and processes and local legislation requirements in collaboration with VSO global HRBP, security, and medical team.
  • Lead team to ensure an effective systems and processes management in country to ensure all employees and volunteers receive efficient 'customer care' throughout placement with effective and appropriate logistical and well-being supports.
  • Lead and manage team to ensure a local laws and legislation compliance of VSO people, oversee work-related documents (visas, work permits), registration and reports to the government and keep abreast of all people legal requirements in country.
  • Lead and manage team to assess and build capacity of partner organizations on people-related aspects.

Team leadership and Line Management

  • Effectively lead, develop and manage team to ensure a high performance, team ways of working, cross functional collaboration and behaviors are in line with VSO values, People First practices, Code of Conduct, policies and global performance management framework.
  • Engage and inspire team members through leadership empowerment, accompaniment, coaching and mentoring to unlock their potentials.
