Role overview
VSO is seeking a consultant or consultants with specific expertise in the areas of gender-based-violence, women's rights and disability inclusion to help write its first set of 'social inclusion and gender core approach' policy position papers.
It is critical that those drafting each paper work closely together to ensure issues of intersectionality are identified, particularly as they relate to gender-based violence against women and girls with disabilities. These position papers will be used within the organisation and also to help make our positions public, supporting our partnerships and engagement work on social inclusion and gender and, in particular, our policy and advocacy work in this area.
Tasks to be performed
*Identify and review best practice policy position papers and statements within and outside VSO.
*Analyse relevant VSO and external documents (reports, briefings, training materials etc) and incorporate key messages for inclusion in the relevant position paper.
*Produce a list of stakeholders to consult within a week of the start of the consultancy.
*Organise individual and group meetings/discussions with members of VSO's internal group overseeing progress on social inclusion and gender. This will mainly be remote via skype.
*Produce an outline of the position paper for approval within four weeks of the consultancy.
*Produce first draft of the position document no later than 16th March 2018
*Incorporate feedback on first draft from VSO stakeholders by 30th March 2018.
*Update the Lead Adviser for Social Inclusion and Gender and Policy and Advocacy Lead on a weekly basis, and wider internal group as and when required.
Outputs and deliverables The consultant/s will draft separate but connected position papers on gender-based violence (including child, early and forced marriage) and disability inclusion. The consultant will bring the voices of programming group and primary actors into the position papers with support from staff and volunteers.
Duration and timing The consultant/s will submit the first draft position papers no later than 16th March 2018 and carry out the above tasks within set timescales agreed at the start of the project.
Skills, qualifications and experience
*Expertise on gender-based violence, women's rights, disability inclusion and policy research and a good understanding of current debates in gender, disability and development.
*Experience engaging internal audiences and working with a diverse range of people.
*Demonstrable experience of writing high quality policy documents, developing policy positions, researching and writing on development and/or human rights issues
*Experience of successfully working with other organisations on similar projects.
This role could be based in any of the country offices VSO works in. Please note: applicants must have the right to work in any of those countries to be eligible for this position. We will be unable to obtain a visa and work permit for those who do not have the right to work.
