The Programme Quality and Learning Advisor will play a leadership role on VSO's People First programming framework, in close collaboration with the whole programme team. In particular, the PQL advisor will provide central support to the country office on programme planning, programme research, monitoring and evaluation.
S/he will take the lead on designing research and evaluation strategies, on improving programme monitoring processes, and on building monitoring and evaluation capacity of the team. The PQL adviser will ensure that high quality data and outcomes of programme research, monitoring and evaluation are systematically generated for the team's usage in improving the design and delivery of VSO's high quality programmes
For this purpose, the PDL adviser will:
• Ensure that the Country Office has reliable information on development situation in the Cambodia particularly on the sectors relevant to VSO’s programme areas and changing needs of the programmes’ primary actors, and VSO programme performance and VSO supported projects including their relevance, efficiency, effectiveness, sustainability, coverage, coherence and impact.
• Work closely with the programme teams, lead on the improvement of in-country monitoring systems which will enhance VSO’s partnership with key development partners to collectively track progress on VSO’s programme commitment for the poor and marginalized people as well as on the SDGs.
• Assist in the development of national capacities for monitoring, evaluation and research, with special attention to the interest, concern and participation of communities, civil society stakeholders and line ministries.
Skills, qualifications and experience
An ideal applicant for the role should have the following criteria:
Bachelor degree in statistics, social sciences, research for social sciences, or relevant subject. Higher level degree or additional post-graduate diploma in Research / M&E related subject is an added advantage.
At least five years’ professional experience in a similar role – conducting research, managing data, analysing and synthesizing complex information.
Work or field work experience in developing countries.
Advanced understanding of research, monitoring and evaluation approaches and methodologies.
Experienced in planning / designing / carrying out high-quality evaluation/research studies.
Skills and Abilities:
Good communications skills – able to express complex information in a simple and succinct manner.
Excellent relationship management skills and experience working with people in different contexts.
Self-starter with initiative and confidence to lead in their designated field.
Excellent interpersonal skills, working effectively with others. Ability to build productive working relationships, influence and engage internally and externally.
Project management experience. Technical knowledge and experience in one of these areas: social data and statistics, programme planning, evaluations, capacity building, coordination and partnership.
Ability to independently lead on developing and implementing M&E plans.
